Date: November 13, 2025 (updated)
Time: 9 a.m. - 12 p.m. (updated)
Location: virtual on Zoom, pre-registration is required
All attendees must register in advance. After registering, you will receive a confirmation email with information about how to access the workshop by computer or telephone. If you have already registered, you will get a confirmation email about the updated calendar hold with the new date and time.
Workshop materials will be posted at noon on Nov. 12, to the Cap-and-Invest rulemaking webpage. No-cost allowance allocation for electric utilities
The Climate Commitment Act (CCA) requires Ecology to allocate allowances at no cost to qualifying electric utilities for the purposes of mitigating the cost burden of the Cap-and-Invest Program on Washington retail customers. For more information, visit the no-cost allowance allocation webpage.
Cap-and-Invest Program Updates and Linkage rulemaking
This is one of several public meetings we are holding to gather input on topics relevant to the Cap-and-Invest Program Updates and Linkage rulemaking. Your input during this public meeting and comment period will help us as we continue to work on developing concepts and drafting rule language.
