The Department of Ecology is hosting a public workshop on Wednesday, Oct. 15, 2025, from 9:00 to 11:00 a.m. PST to discuss recent updates to the Cap-and-Invest Program under House Bill 1975 (HB 1975).  

This workshop will help Ecology frame key decision points to be addressed through the current rulemaking and invite feedback from interested parties. We will focus on HB 1975 amendments that direct Ecology to implement changes to the Cap-and-Invest Program, including:  

• Clarifying compliance deadlines  

• Clarifying elements of HB 1975 effective through statute versus implemented through rule  

• Updating Price Ceiling provisions  

• Updating the Allowance Price Containment Reserve (APCR) Tier 2 price  

• Adjusting APCR supply levels  

• Revising allowance budget timelines in alignment with greenhouse gas reduction limit

HB 1975 also directs Ecology to conduct modeling and analysis of the Cap-and-Invest Program. This work will be conducted in partnership with Western Washington University and the University of California, with results expected to be shared in 2026.   

The meeting will be held virtually. Members of the public can register to attend via Zoom.
