Washington’s Toxic-Free Cosmetics Act restricts nine toxic chemicals and chemical classes from use in cosmetic products in Washington state.
- Cosmetics made, sold, distributed, or used for service in Washington must comply with this law.
- Non-compliant products you had on hand at the beginning of 2025 can be used or sold through the end of 2025.
Compliance tips for cosmetologists

Contact your distributor to confirm the products you’re buying do not have chemicals restricted by the Toxic-Free Cosmetics Act (TFCA). If your distributor doesn’t know, let us know, and we can work with them.

Buy products in Washington. TFCA’s purpose is to ensure cosmetics sold in Washington don’t contain restricted chemicals. Products you purchased after Jan. 1, 2025 for use or resale must comply with TFCA.
Compliance tips for retailers and distributors
Retailers and distributors are responsible for ensuring the products they sell, offer for sale, or distribute for sale in Washington comply with TFCA. To comply with TFCA, retailers and distributors need to:
