The third round of draft materials on EITE no-cost allocation and the report to the Legislature is now available. Ecology and guest presenters from Energy and Environmental Economics and Pacific Northwest Utilities Conference Committee will present on the materials this morning, June 26 at 10 a.m., at the EITE joint advisory group meeting.
The EITE Industries Advisory Group (PAG) and EITE Policy Advisory Group (IAG) will meet again next week to discuss the draft materials. The meetings are open to the public and there is an opportunity for public comment at the end of each meeting. The recordings will be posted on the EITE webpage.
Provide comments
After reviewing the materials, please consider providing feedback through our electronic comment platform. Ecology will review and consider comments as we draft the final report. Comments received by the due date will be summarized and included in an appendix in the report submitted to the Legislature.
We’re accepting comments until Sept. 3 at 11:59 p.m.
Background
EITEs are important local industries and manufacturing facilities that produce a variety of products including paper, food, building materials, glass, and airplanes. In establishing the Climate Commitment Act, the Legislature recognized that EITEs faced unique challenges in reducing their greenhouse gas emissions in the early years of Cap-and-Invest.
The Legislature decided to issue allowances at no cost to these industries through to 2034 and didn’t specify the approach to providing no-cost allowances to EITEs for 2035-2050. We’re preparing a report to the Legislature that offers information and recommendations on how best to proceed.
