Lead interim policy: data collection guidance webinar
Manufacturers who chose Option 2 to comply with the Interim Lead Policy can register for an online information session on June 11, 2025, at 9:00 am PDT to learn about the lead in cosmetics data collection and ask questions.
- We will walk you through the data collection template and explain how to use it.
- There will be time to ask questions about testing, retaining data, and data submission.
- You can invite your third-party laboratory to attend. Every attendee needs to register.

Reminders for retailers and cosmetologists

Remember the sell-through period. If you are an in-state retailer and had products on hand as of Jan. 1, 2025, you can sell those through the end of 2025. Products you purchased after Jan. 1, 2025 for use or resale must comply with TFCA.

Contact your distributor to confirm the products you’re buying do not have chemicals restricted by the Toxic-Free Cosmetics Act (TFCA). If your distributor doesn’t know, let us know, and we can work with them.

Formaldehyde rulemaking updates
The formal public comment period for the proposed rule closed on April 11, 2025. We are reviewing comments, revising the proposed rule, and preparing responses to comments. We intend to adopt the rule by Sept. 2025. For more information, visit the rulemaking webpage.
