CCA Market Notice: Linkage quarterly update now available

CCA Market Notices are sent by the Department of Ecology to notify market participants and other interested parties about information that may affect Washington’s Cap-and-Invest market.

Starting in 2025, Ecology is required to share quarterly updates on Washington’s progress toward a linkage agreement with California and Québec (RCW 70A.65.210(4)). The Q1 2025 update is now available. Updates are posted under the "Linkage process & timeline" section of our linkage webpage.

We plan to publish the next quarterly update in June.
