OFFSET PROJECT OPERATORS
The Washington Department of Ecology is issuing this notice to remind program participants that offset project operators registered as general market participants under WAC 173-446-055(1)(a)(ii) cannot participate in auctions or hold allowances. Offset project operators registered under WAC 173-446-055(1)(a)(ii) can only receive offsets issued by Ecology for approved offset projects and sell those offset credits in the secondary market.
Starting March 19, 2025, Ecology began distinguishing offset project operators from other general market participants in its quarterly CITSS Registrant Reports. The December 2024 CITSS Registrant Report has been retroactively updated to reflect this change in publication approach.
Interested parties can visit Ecology’s offsets website and review the Ecology Offset Credit Issuance Table for detailed information about Ecology registered offset projects and credits as they are issued. This table is updated as offset credits are released.
REPORTED EMISSIONS AND COVERED EMISSIONS
On Nov. 15, 2024, Ecology issued the 2023 Cap-and-Invest Compliance Summary Report, which detailed entity-specific compliance obligations based on 2023 covered emissions. The 2023 compliance report is static and will not be updated as entities revise emissions reports, which happens when an entity finds a substantive reporting error.
Data.wa.gov is the best place to find current and accurate emissions data. Ecology aims to update the data in this portal in January each year following annual compliance events the previous November. The data in the portal is also updated occasionally after substantive reporting errors are identified and addressed. Those revisions will also show up in future summary reports following compliance deadlines.
The compliance summary report reflects individual compliance obligations, and the progress entities made toward meeting them for a particular compliance event, whereas covered emissions in the data portal should be used to calculate total covered emissions.
