Plastic producer registration and reports due April 1
To comply with Washington State recycled content regulations, producers of covered products who distribute, sell, or offer products for sale in Washington must register and report using the Waste Reduction Portal annually by April 1.
Producers who fail to submit their registration and, if applicable, report by April 1, 2025, will be considered non-compliant, and Ecology will issue written warnings before imposing penalties. Our public Plastic Producer List shows all producers that have registered. Instances of ongoing non-compliance may be highlighted in an agency news release.
Thank you to those producers that have already submitted. We have received 62 registrations.

Frequently Asked Questions
How do I access my registration?
If you don’t already have a Secure Access Washington (SAW) account, you must create one. Go to SAW and then add the “Waste Reduction Portal” as a service from the list. SAW is the central login that lets the producers securely access government services online.
Instructions for creating a SAW account and setting up a registration profile are detailed in our Guidance for Post-Consumer Recycled Content Law document and online in Part 4: How to register and report our recorded information sessions.
I need to make changes to my registration. What do I do?
On the Waste Reduction Homepage within SAW, under Producer Registrations, click on the “request amendment/unlock” button next to your registration information.
Provide an explanation of the information you wish to amend and submit the request. The request is sent to the Recycled Content Team for review. Once reviewed, the Recycled Content Team will notify the user that the registration has been unlocked and is ready for edits. Please be sure to submit the registration again after updates have been made.
