The Washington State Department of Ecology is holding the Water Quality Combined Funding Program (WQC) annual applicant training workshops from August 13 – August 15, 2024. These virtual workshops are free and you can attend one, two, or all three. You must register separately for each workshop you wish to attend. Registration links and instructions are available below.
The WQC Program is an opportunity for project implementers to apply for multiple state and federal funding sources with a single funding application. The State Fiscal Year 2026 (SFY26) WQC applications will open on August 13, 2024 and close at 5:00 pm sharp October 15, 2024. Final funding offers will be made July 2025.
What types of projects does the WQC fund?
- Nonpoint source pollution control activities
- Onsite sewage systems
- Stormwater facilities and activities
- Wastewater facilities
Funding available via the SFY26 WQC Program
- Federal Funding
- Clean Water Act State Revolving Fund Program (CWSRF) standard and forgivable loans
- Bipartisan Infrastructure Law (BIL), including Emerging Contaminants
- Clean Water Act Section 319 Nonpoint Source Program (Section 319) grants
- Sewer Overflow and Stormwater Reuse Municipal Grants (OSG)
- State Funding
- Stormwater Financial Assistance Program (SFAP) grants
- Centennial Clean Water Program (Centennial) grants
- NEW: Stormwater Community-Based Public-Private Partnership (CBP3) grants
- NEW: Municipal Stormwater Grants of Regional or Statewide Significance (GROSS)

- Conservation districts
- Counties, cities, towns
- Federally recognized tribes
- Special purpose districts (ports, sewer, irrigation)
- Nonprofit organizations (nonpoint projects only)

Each session will be led by experts for the project type, and will emphasize requirements and expectations that are specific to stormwater, nonpoint/OSS, or wastewater.
Wastewater Projects: Tuesday, Aug. 13, 2024, 1 p.m. - 4 p.m.
Nonpoint/Onsite Sewage Systems Projects: Wednesday, Aug. 14, 2024, 9 a.m. - 12 p.m.
Stormwater Projects: Thursday, Aug. 15, 2024, 9 a.m. - 2 p.m.
