Eligible projects must address compliance with methane emission requirements established in Chapter 70A.540 RCW and Ecology’s rules outlined in Chapter 173-408 WAC.
Projects that go beyond the minimum compliance requirements, will be considered if funds remain.
Eligible Applicants:
Municipal solid waste landfill owners and operators subject to applicability of Chapter 70A.540 RCW and required to meet the compliance obligations outlined in Chapter 173-408 WAC.
Eligibility will be determined through initial waste-in-place reporting as required under Chapter 173-408-170. Applicants who do not complete initial waste in place reporting by the grant application deadline are not eligible.
Tribal governments that own and operate a municipal solid waste landfill on Tribal lands
Eligible Costs:
All costs must be necessary for, and directly connected to meeting or exceeding the compliance obligations outlined in Chapter 173-408 WAC.

Ecology will distribute these funds through the new Landfill Methane Emissions Reduction grant program to help landfill owners and operators pay for expenses associated with complying with the law. Costs could include design, planning, installing or upgrading gas collection and control systems, increasing surface emissions monitoring, as well as for projects that meet other requirements.
Rule adoption: Landfill Methane Emissions
In May 2024, we adopted the Landfill Methane Emissions rule that will help reduce emissions of methane, a potent greenhouse gas, from municipal solid waste landfills in the state.
Landfill owners and operators affected by the new rule will be required to install gas collection and control equipment, energy recovery devices, and/or treatment and processing systems to reduce their methane emissions. In addition, the rule requires quarterly monitoring of the landfill surface, quarterly monitoring of gas collection and control system equipment, and a timeline to ensure any methane leaks are quickly fixed.
Owners and operators of affected landfills are eligible to apply for the landfill methane emissions reduction grant, funded by Washington’s Climate Commitment Act, to help comply with the new requirements.
