Ecology will soon be accepting applications for several types of grants for the 2025–27 biennium, but not all share the same application period. Here's what you need to know.
 Affordable Housing Cleanup Grant Program
Affordable Housing Cleanup Grant applications accepted January 17–March 6
If you have an affordable housing project in the works, Ecology's Affordable Housing Cleanup Grants can help. This funding is available to public, private, and nonprofit entities that are cleaning up contaminated sites under Ecology's supervision where affordable housing will be the end use.

When would funds become available? If your application is funded, dollars would become available in July 2025.
Did any criteria change compared to the 2023–25 biennium? Yes. We made several changes to the criteria we'll use to score applications, and the two biggest changes are noted below. Find all eligibility and scoring criteria in Chapter 7: Project Eligibility (pp. 49–50) and Chapter 8: Scoring Criteria (pp. 51–61) in the Affordable Housing Cleanup Grant guidelines for the 2025–27 biennium.
The two biggest updates:
-
Project eligibility changed. Now, the project must have a minimum of 40% of the total proposed square footage developed to be used for multifamily affordable housing of permanent residential occupancy (p. 49).
-
Match requirement changed. Now, Ecology may provide up to 100% of eligible costs for cleanup-related activities for local governments and nonprofit entities. Ecology may provide up to 75% of eligible costs for cleanup-related activities for all other applicants (p. 50).
If you have questions about a potential affordable housing development project on a contaminated site and whether it qualifies for a cleanup grant, please contact Laurie Dahmen, TCP Competitive Grant Supervisor, laurie.dahmen@ecy.wa.gov, (360) 628-7499.
Remedial Action Grants & Loans (RAG) Program
RAG applications accepted February 6–March 6

-
Oversight remedial action grants and loans. These grants and loans help local governments investigate and clean up contaminated properties with Ecology's supervision or that of the U.S. Environmental Protection Agency under a legal order or decree.
-
Area-wide groundwater investigation grants. These grants help local governments investigate potential groundwater contamination that may be widespread and have multiple sources.
-
