Reimagine DSHS: Updates and Information
Last week, DSHS Secretary Angela Ramirez shared the decision to reunite developmental disabilities services under the Developmental Disabilities Administration. This includes Developmental Disability Community Services, State Operated Community Residential services and Residential Habilitation Centers.
Reason for this Change
The context in which we operate has changed a great deal over the last year. The decision to pull DDA back together was made to ensure that DSHS continues to receive the federal funds needed to provide key services to you.
What to Expect
This re-organization does not change your services, service providers or your case manager. Whoever you reached to before this change will remain your main point of contact.
I was appointed to lead DDA as the Interim Assistant Secretary beginning April 14. I have worked for DSHS for 35 years starting in juvenile justice and later in child welfare programs then worked as the DSHS Legislative Director as well as in other leadership roles. Most recently, I have been the Director of the Division of Vocational Rehabilitation.
In each role, I had the opportunity to see the systemic issues that impact people with intellectual and developmental disabilities. The DD guiding values of individual choice, inclusion, status and contributions, relationships, competence, and health and safety continue to drive policies and system evolution.
I see the need for the following improvements:
- Accessing the right services and supports quickly.
- Full community participation.
- Choices for people as they decide where to live.
- Meaningful employment and careers.
- Development of a provider community well positioned to meet people’s needs.
The only way to accomplish this work is by listening to you and other community partners. If we work together, we can ensure that people are at the center of what we do and everyone has the opportunity to live the life they want.
We're Listening

Dana Phelps, Interim Assistant Secretary Developmental Disabilities Administration
