Dear Interested Party,

The Office of Financial Management (OFM) has authorized the distribution of funding from the federal CARES Act to certain Medicaid funded long-term services and supports providers. These funds are intended to help long-term care providers offset the increased cost of providing care due to the COVID-19 pandemic. Please note, it may take several weeks for these additional funds to be available for providers to claim as new service codes have to be implemented into the payment system. However, in most instances providers will be able to submit claims retroactively back to July 1, 2020. 

The Department will work as quickly as possible to make these funds available. In addition to the enhanced funding, OFM has also authorized the continuation of retainer payments for Medicaid contracted residential and Adult Day providers. There will also be some delay in authorizing retainer payments as the Centers for Medicare and Medicaid Services recently issued new guidance on retainer payments that must be incorporated into the Department’s policies. 

Retainer payments will be available retroactively back to July 1, 2020 and the Department will work with case managers on how to assist providers who need retainer payments during the interim period. The Department will release a Management Bulletin with further details in the next few weeks.
