New temporary voluntary disclosure programs

The Department of Revenue is offering two temporary voluntary disclosure programs to help businesses catch up on past tax obligations and get into compliance with Washington tax laws. Qualified businesses may avoid up to 39% in penalties! 

Investment Income Program 

The temporary Investment Income Voluntary Disclosure Program is available to businesses with unreported investment income subject to B&O tax. Learn more and view eligibility requirements. 

International Remote Seller Program 

From Feb. 1 to May 31, 2026, the International Remote Seller Voluntary Disclosure Program will be available to unregistered foreign remote businesses with substantial nexus in Washington. Learn more and view eligibility requirements. 


New Penalty Relief Program for ESSB 5814 sales tax changes

As of Oct. 1, 2025, some services became subject to retail sales tax under ESSB 5814. The department recognizes these changes were challenging for many businesses to understand and follow before the law took effect. 

To support you, we’re offering a temporary Penalty Relief Program for businesses that voluntarily report and pay retail sales or use tax owed as a result of these updates. While the tax and interest must still be paid, eligible penalties may be waived. 

The program applies to qualifying reporting periods from Oct. 1, 2025, through Dec. 31, 2026. Applications must be submitted by Sept. 30, 2027.

Annual 2025 return due April 15, 2026 

Important: This information applies only to businesses that file excise tax returns annually. 

Annual filers must submit their return by April 15, 2026 — even if they had no business activity. We’ve compiled helpful information, links, and resources to guide you through the filing process.
