In 2024, the Department of Health adopted a rule change to WAC 246-290-100, Water system plan that includes a new climate resilience element. The rulemaking was in response to ES2HB 1181 (2023), which added the requirement to state statute (RCW 43.20.310) The new requirement impacts only those Group A community public water systems serving 1,000 or more connections. These water systems will need to include the new climate resilience element in water system plans initiated after June 30, 2025.
Since the adoption of the rule, ODW has been drafting changes to the Water System Planning Guidebook to align with the adopted rule.
