Medical Cannabis Product Compliance (Chapter WAC 246-70) rulemaking workshop

Workshop Overview
In this workshop, we will cover first drafts for Labeling, Logos, Tax Exemptions, and version 2 of Product Classifications. The Draft language document and Recommendations/Discussion document go hand-in-hand to guide our discussion about draft language.
Proposed language is blue/underlined, struck language is red, and retained language is black.
The Recommendations/Discussion document provides summary-level changes and prompts for discussion. During the meeting, we will document comments for future revisions.
Before we conclude, we'll discuss steps for the next workshop, during which we will cover Version 2 of WAC 246-70-050 Quality Assurance and Quality Control Testing.
About this Rulemaking
On November 2, 2022, The Washington Department of Health (department) filed a CR-101 Preproposal Statement of Inquiry to consider rulemaking to:
- Align quality assurance and control standards with recent WA State Liquor and Cannabis Board rule changes.
- Consider updated terminology and requirements for products compliant for medical use, including product categories
- Evaluate quality assurance testing requirements.
- Consider changes to compliant product labeling and logos.
- Address statutory sales and use tax exemptions for recognition cardholders.
- Replace the term "marijuana" with "cannabis" in accordance with Second Substitute House Bill 1210 passed in 2022.
