Medical Cannabis Product Compliance (Chapter WAC 246-70) rulemaking workshop
The Medical Cannabis Program at the Department of Health will host the second rulemaking workshop for Chapter 246-70 WAC Cannabis Product Compliance on Thursday, February 29th, 1 - 2:30pm. This will be a virtual meeting:

Workshop Overview
The Draft language document and Recommendations & Policy Questions document go hand-in-hand to guide our discussion about the rule draft.
Proposed language is blue/underlined, struck language is red, and retained language is black. There are notes in the margin to indicate areas where we would like feedback.
The recommendations/policy questions document provides summary-level changes, notes about specific recommendations, and open questions for discussion. During the meeting, we will document comments for future revisions.
Before we conclude, we'll discuss steps for the 3rd workshop, during which we hope to cover Quality Assurance Testing, Labeling, and Logos (WAC 246-70-050, -060 and -090).
About the Rulemaking
On November 2, 2022, The Washington Department of Health (department) filed a CR-101 Preproposal Statement of Inquiry to consider rulemaking to:
- Align quality assurance and control standards with recent WA State Liquor and Cannabis Board rule changes.
- Consider updated terminology and requirements for products compliant for medical use, including product categories and quality assurance testing.
- Consider changes to compliant product labeling and logos.
- Address statutory sales and use tax exemptions for recognition cardholders.
- Replace the term "marijuana" with "cannabis" in accordance with Second Substitute House Bill 1210 passed in 2022.
