The Department of Health adopted amendments to chapter 246-480 WAC. The chapter 246-480 WAC rules establish administrative standards and a system of regulation for safe and secure collection and disposal of unwanted medicines through the safe medication return system established by chapter 69.48 RCW.
The amendments clarify the process for applying to the department; clarify program operator coordination requirements; clarify and identify additional requirements for program operator annual reports; set a proposal review fee, clarify that approved program operators do not submit a proposal review fee, and clarify how the department calculates annual operation fees. In addition, WAC 246-480-010, purpose and scope, was repealed as this is already clear in statute.
The adopted amendments to chapter 246-480 RCW will become effective February 23, 2024.
Attached is the adoption notice along with the concise explanatory statement. The concise explanatory statement includes a summary of the comments received on the CR-102 language, as well as the department's response to those comments.
Any person may petition the adoption or amendment of these rules in accordance with RCW 34.05.330.
