disciplines health care providers
OLYMPIA -- The Washington State Department of Health has taken disciplinary actions or withdrawn charges against health care providers in our state.
The department’s Health Systems
Quality Assurance Division works with boards, commissions, and advisory
committees to set licensing standards for more than 80 health care professions
(e.g., medical doctors, nurses, counselors).
Information
about health care providers is on the agency website. Click on “Look up a health
care provider license” in the “How Do I?” section of the Department of
Health website (doh.wa.gov). The site includes information about a
health care provider’s license status, the expiration and renewal date of their
credential, disciplinary actions and copies of legal documents issued after
July 1998. This information is also available by calling 360-236-4700.
Consumers who think a health care provider acted unprofessionally are
encouraged to call and report their complaint.
Chelan
County
In September 2018 the Surgical Technologist Program
charged surgical technologist Norma J. Morgan (ST00003599) with
unprofessional conduct. Morgan allegedly scrubbed in for an open-heart surgical
procedure while she was under the influence of alcohol.
Clallam County
In September 2018 the Naturopathy Board charged
naturopathic physician Richard A. Marschall (NT00000532) with
unprofessional conduct. A 2018 Thurston County Superior Court order permanently
prohibited Marschall from the practice of naturopathic medicine, from
representing himself as a naturopathic physician, from using the initials “ND,”
and from using the title “doctor,” “naturopath,” or any other similar title
without the requisite health care credential. In the order, Marschall
stipulated to findings that he had continued to practice naturopathic medicine
despite not having had a license since 2013. A 2017 federal criminal conviction
required Marschall to remove his website. Charges say he hasn’t removed the
website. Marschall’s disciplinary and criminal history dates back to 2011.
Clark
County
In September 2018 the secretary of health ended
conditions on the ambulatory surgical facility credential of Salmon Creek
Plastic Surgery P.C. (FS60101710).
Cowlitz County
In September 2018 the secretary of health
conditionally granted a chemical dependency trainee credential to Daphne
Lynn Kraabell (CO60884358) and ordered her to continue participating in a
substance use monitoring program, a condition imposed when she received an
agency-affiliated counselor credential in 2017.
King
County
In September 2018 the Unlicensed Practice Program
notified Bethany Barnes of its intent to issue a cease-and-desist order.
Barnes allegedly advertised and performed patient treatment despite having no
license as a physician, osteopathic physician, massage therapist, or physical
therapist.
Snohomish
County
In September 2018 the secretary of health
conditionally granted an X-ray technician credential to Ajandra Kumar Singh
(XT60870389) and ordered him to continue participating in a chemical dependency
monitoring program, a condition imposed on his certified medical assistant
credential in 2016.
Spokane County
In September 2018 the Nursing Assistant Program
charged registered nursing assistant Tyishia Leanne Boyce (NA60774332)
with unprofessional conduct. In 2015 Boyce was convicted of third-degree
assault. In 2018 Boyce was charged with second-degree assault, harassment, and
fourth-degree assault. The charges were filed after Boyce allegedly threw a
knife at another person and began punching herself in the face. The other
person said Boyce was highly intoxicated.
In September 2018 the Home Care Aide Program charged
home care aide Angel Grace Schmidt (HM60707026) with unprofessional
conduct. Schmidt allegedly appeared for a counseling session while she was intoxicated,
and told the counselor she had a drinking problem, that she had alcohol in her
purse, and that she had taken LSD. Later the same day, charges say, Schmidt
reported to work while she was intoxicated.
In September 2018 the secretary of health
conditionally granted a chemical dependency trainee credential to Eric W.
Exner (CO60677921) and ordered him to participate in a substance use
monitoring program. In 2013 Exner was convicted of driving under the influence,
hit and run of an attended vehicle, and unlawful possession of a controlled
substance-methamphetamine.
Thurston County
In September 2018 the secretary of health ended
conditions on the certified medical assistant credential of Whitney Alexandria Jordan
(CM60467553).
In September 2018 the secretary of health charged
registered nurse Mickey Lee Smith (RN60119607) with unprofessional
conduct. Smith allegedly had a sexual relationship with a patient.
Out
of State
Oregon:
In September 2018 the Nursing Commission conditionally granted a registered
nurse credential to Jill Suzanne Thompson (RN60864873) and ordered her
to participate in a substance abuse monitoring program. On her application,
Thompson said that in 2016 she entered an inpatient treatment program for a
methamphetamine addiction.
Note to Editors: Health care providers charged with unprofessional
conduct have 20 days to respond to the Department of Health in writing. The
case then enters the settlement process. If no disciplinary agreement can be
reached, the case will go to a hearing.
