Capital Programs
The Housing Trust Fund (HTF) Traditional Notice of Funding Applications (NOFA) and Tribal NOFA are open for technical assistance until Aug. 28. Applications close on Sept. 3, 2026 at 3:00 P.M. PDT. Please email HOUApplication@Commerce.wa.gov with any questions.

Compliance
We are currently assisting our contractors with 2025 year-end submittals for the Web Based Annual Reporting System (WBARS). The new platform is anticipated to roll out in early September, with more information to follow from our compliance team as the timing is finalized.
The team is actively creating procedures for long-term reporting requirements for non-traditional HTF projects based on the project model and scope of work. Anyone with questions can direct them to HTFHomeownership@commerce.wa.gov or Jason.Davidson@commerce.wa.gov.

Performance Audit
The performance audit will be evaluating three things:
- How funds have been used to help homeowners at risk of foreclosure
- If the program provides services equitably
- Effectiveness of the program at helping homeowners at risk of foreclosure

Manufactured Housing
Important Changes Coming to the Manufactured/Mobile Home Community (MHC) - Eligible Organization Registry. RCW 59.20.350 requires Commerce to maintain a registry of all eligible organizations interested in purchasing or leasing a manufactured/mobile home community.
Once registered, Notices of Opportunity to Compete to Purchase (Notices) are forwarded to the eligible organizations allowing them to explore purchasing that community. This process was established to facilitate the preservation of these communities, when possible, as affordable housing.
As part of our on-going efforts to streamline our processes and provide transparent and accurate information to those invested in the preservation of these communities, we are updating the registry.
This new application requires the registering representative of the eligible organization to specify whether their enrollment is solely information based (staying apprised of the sale of MHCs in their area), or if they are interested in purchasing and preserving communities.
This differentiation will allow Commerce to provide a more accurate list of organizations actively preserving MHCs throughout the state, serving as a trusted resource to homeowners who want to partner in the preservation of their community.

Jazmin Calmer

Job Title: Homeownership support programs data specialist
Time with Commerce: Two years in August
Can you tell us a bit about your career journey? I started out doing social media marketing for a wholesale retail company, then my first local government experience doing seasonal event work at the Port of Anacortes. In college, I interned doing youth suicide prevention work and stayed with the organization, organizing local projects for youth mental health. I’m still with them (Whatcom Family & Community Network), currently on the board of directors!
Out of college, I started working in emergency management for Whatcom County and joined the local response for the onset of COVID-19. Then I did more direct service at the Whatcom Homeless Service Center (Opportunity Council), managing the county’s Coordinated Entry system. Eventually I moved on to work more in public health with the Area Health Education Center of Western WA (at Whatcom Community College). In 2024, I joined Commerce as a program coordinator, working within the Community Services Division for the Community Reinvestment Project and managing community healing grant contracts.
At the end of that non-permanent position in May 2025, I transitioned to HOU to work as a program specialist with the Foreclosure Fairness Program (FFP). In December 2025, I was promoted to data specialist for the homeownership support programs, working with both the FFP and manufactured/mobile home communities (MHC) teams to support data tracking, organization and reporting efforts!
When you are not working, how do you like to spend your time? I love spending time with my husband, our cat Maple, family and friends, enjoying the cool weather, playing video games, doing art (crochet, cross stitch, painting), cooking, and catching local plays and concerts! I also love watching podcasts, thriller movies and Seattle Kraken games.
What is one piece of advice you would give yourself starting out in this field? I’d say to stay open-minded – there are so many ways to make an impact for housing and community, and it’s exciting to keep learning about it!

Kyle Jung

Job Title: Foreclosure Fairness Program manager
Years with Commerce: A little over five years (since May 2021)
Can you tell us a bit about your career journey? Prior to joining Commerce, I spent a couple of sessions at the Washington State Legislature as well as a few years working in the public works departments with various local governments. Since joining Commerce in 2021, I have worked with the Foreclosure Fairness Program where I have seen the program expand and evolve throughout the last five years.
When you are not working, how do you like to spend your time? Currently, when not working, I am mostly occupied with home renovation projects. If those projects ever wrap up, you can likely find me doing something outside, usually hiking on a trail.
What is one piece of advice you would give yourself starting out in this field? Learn as much as you can and ask as many questions as possible.
