Proposals due by Aug. 25
The Developmental Disabilities Council is accepting proposals from qualified organizations to support Self-Advocates in Leadership (SAIL), a statewide program that helps people with intellectual and developmental disabilities build leadership skills, speak up about issues that matter, and take part in public policy. Commerce expects to award one contract of up to $108,000 per year.
Interested organizations must meet the following minimum qualifications:
- Be licensed to do business in Washington, or commit to becoming licensed within 30 days of selection.
- Have at least five years of experience providing support, accommodations and working with people with developmental disabilities.
- Be available to work in Washington.

Interested organizations should apply through Washington Electronic Business Solution (WEBS). All times are Pacific.
Proposals are due by email to Kevin Vargas at Kevin.Vargas@ddc.wa.gov by 4:59 p.m. Pacific time Aug. 25, 2026.

Pre-proposal conference
There will be an online pre-proposal conference from 3:30 to 4:30 p.m. July 21. Attendance is recommended but not required. Questions asked during the conference will be answered in writing and posted to the funding opportunity page for this solicitation. Join the pre-bid conference on Zoom.
