Washington Digital Equity Forum releases biennial report with more than 20 recommendations

Recommendations to state Legislature will help bridge the digital divide

The Digital Equity Forum (DEF), which is supported by the state Office of Equity and the Department of Commerce, released its Biennial Report this month. The report is required by RCW 43.330.5395. It presents a unified set of legislative, administrative, and policy recommendations developed to advance digital equity across Washington state.

It outlines 23 recommendations to integrate digital equity into policies and procedures as a permanent component of public infrastructure, which will help bridge the digital divide. These recommendations align with the goals of the Governor’s Statewide Broadband Office, as outlined in RCW 43.330.536.

“I’m deeply proud of the collaborative spirit and dedication shown by the four Digital Equity Forum workgroups, the State Broadband Office, and the Office of Equity,” said Darryl E. Hunt, DEF co-chair. “Their tireless efforts in shaping policy, legislative, and agency-level recommendations have laid a strong foundation for advancing digital opportunity and ensuring internet access for all Washington residents, whether they live in urban centers, rural communities, or our most remote frontier regions. This work is a testament to what’s possible when equity and innovation come together in service of the public good.”

“This report reflects the deep commitment of many individuals to ensuring that the profound benefits of a connected world are accessible to everyone, regardless of geography, demography, age, or other circumstances,” said Laura Ruderman, DEF co-chair. “I am proud of the role each person played, individually and collectively, in keeping Washington at the forefront of digital equity.”

The Forum includes members representing federally recognized tribes, state agencies involved in digital equity, and underserved communities. Up to four legislators may also serve on the forum in an ex officio capacity. The forum provides a connection between the community and state decision-makers.
