Lincoln Place II: Serving unhoused Vancouver residents through a unique healthcare and housing partnership
Apple Health and Homes dollars will help house residents who benefit from supportive services after experiencing homelessness

The Vancouver Housing Authority (VHA) recently celebrated the grand opening of Lincoln Place II. With 40 units of affordable housing, the property will provide a home for some of the city’s most resilient community members, including those exiting homelessness and experiencing a range of chronic physical or behavioral health challenges.
Lincoln Place II is the third completed multifamily property in the state made possible by the Apple Health and Homes Initiative (AHAH), a unique program under the umbrella of Washington State Department of Commerce. The project was partially funded by the Housing Trust Fund (HTF) and received $493,000 from the Connecting Housing to Infrastructure Program (CHIP) to support waterworks infrastructure for the units.
Commerce has partnered with the state Health Care Authority and the Department of Social and Health Services to manage all aspects of permanent supportive housing, from capital development, to providing health care, to ensuring it does not pose substantial cost to the residents.
Since 2022, Commerce has awarded $139 million for the development of AHAH properties. In total, this will result in 22 new properties that will collectively house 1,304 high-needs Washingtonians exiting homelessness.
Properties like Lincoln Place II are stewarded by housing providers who center the dignity of those they serve. VHA recognizes that homelessness is a major destabilizing event in a person’s life, especially for those who face illness. Supportive services are necessary to ensure that residents remain housed.
VHA’s permanent supportive housing philosophy prioritizes trauma-informed care and harm reduction strategies that are meant to reduce barriers to housing, achieve better health outcomes, and empower tenants to achieve an improved quality of life.
In addition to health care, all residents will have access to services including:
- employment and vocational services
- educational opportunities
- substance abuse support
- budget and financial training
- public benefits navigation
- independent living skills training
- connections to community-based services and resources
