Commerce selects Guidehouse to administer IRA Home Rebate programs

Commerce has chosen a third-party rebate administrator for the IRA Home Rebate programs. These programs will provide rebates to low- and moderate-income homes for home improvements like energy efficiency and home electrification measures.

  • Home Appliance Rebate Program (HARP) $69 million: HARP provides consumers with rebates at the point of sale on a range of highly efficient electric equipment and electrification projects.
  • Whole Home Efficiency Rebate Program (HOMES) $64 million: HOMES provides rebates to homeowners for whole-house energy savings retrofits. Rebates vary by the amount of energy savings and income qualification.

Guidehouse has helped several states including Colorado, Wisconsin, Georgia and Michigan through the IRA Home Rebate process and brings a wealth of experience designing and administering these programs. They will be responsible for receiving rebate applications from homeowners, renters, and building owners — as well as training contractors in IRA Home Energy Rebate processes.

Guidehouse will partner with CLEAResult, Neighborly Software, EnviroIssues, and Kinetic West to cover market analysis, stakeholder engagement, application support, program design, outreach, and implementation.

The U.S. Department of Energy will review and approve the program for launch as the next step in the process. Pending approval, Commerce anticipates launching the rebate programs in Fall 2025.
