Clean Buildings Performance Grants coming soon
The Clean Buildings Performance Grants program offers competitive funding for energy efficiency improvements in both private and public buildings that are working toward complying with the Clean Buildings Performance Standard (CBPS). These grants aim to lower energy costs, reduce pollution and generate jobs throughout the state. They specifically support Tier 1 covered buildings as well as Tier 1 and Tier 2 covered public buildings. The program will be available starting Jan. 1, 2025. Grants will reimburse building owners for costs associated with projects and services that help achieve compliance with the CBPS, such as:
- Energy efficiency retrofits
- Contracted services to assist with:
- Energy audits (for privately held buildings)
- Energy benchmarking
- Developing an energy management plan (EMP)
- Developing an operations and maintenance program (O&M)
- Professional accounting services
The request for applications will be posted December 2024 with submissions due in January 2025. Confirmed dates will be announced on our website and in The Clean Buildings Bulletin.

Reminder: Clean Buildings Performance Standards holiday office hours
With the upcoming Holidays, the Clean Buildings office hours will be a week earlier for the months of November and December. This schedule update only affects the November and December office hours. We will return to our normal fourth Tuesday of the Month schedule again in January 2025.

In case you missed it: Clean Buildings Workgroup Report published
Thanks to funding received in the 2023-2025 capital budget, Commerce established a workgroup to analyze the cost of complying with the Clean Buildings Performance Standard. The workgroup was tasked with analyzing the financial investments required for owners of Tier 1 covered buildings to comply with the state energy performance standard under RCW 19.27A.210; and to make recommendations to the legislature to help building owners achieve compliance.
Commerce partnered with consultants SBW, Unrooz, and the 2050 Institute to facilitate the workgroup and to complete the financial analysis. The group began meeting monthly in September 2023 and held the final meeting in July 2024. The workgroup included representatives from state agencies, higher education, state board of community and technical colleges, K-12 schools, health care, local government, utilities and privately owned buildings.
The final legislative report includes a list of recommendations from this workgroup about supporting building owners with the cost of compliance, growing workforce capacity within institutions and the market, and aligning policies and regulations.
Tier 2 Incentive Program workshop
Our final Tier 2 Incentive Program workshop of 2024 is scheduled for Dec. 12, from 11 a.n.-12 p.m. We will discuss some of the updates to the program, the 30-day comment period, and review the guidebook draft. There will also be time for Q&A.
