Digital signatures required
Starting October 14, 2024, the Clean Buildings Portal requires digital signatures before an application can be submitted. Within the Portal, before you click the Submit button, you must route the application for required signatories to review, certify and sign. This applies to Early Compliance applications (on Form A – Summary page), Exemption applications (on Form H – Submit page), and Early Adopter Incentive Program applications (on Submit page).
On the Contact Information page, required contacts for each application type are signified with an asterisk (*). These contacts must be individuals and are required to sign the application prior to submittal. Any additional building owners added as other contacts must also sign. Required signers cannot represent shared or corporate accounts. If a company or corporation owns the building, the Building Owner name entered on the Contact Information page must be the authorized person responsible to sign for the owner.
Each signatory will require an individual Portal access account with a unique email address. Review the Clean Buildings Portal User Guide for more details. Contact the Clean Buildings Team at buildings@commerce.wa.gov, to report any issues or if you have any questions.
Informational webinar for multifamily building owners - Oct. 17
The Clean Buildings team is offering an informational webinar for multifamily building owners who must comply with the Clean Buildings Performance Standards. During this webinar, we will:
- Outline the Tier 2 compliance requirements
- Provide information on how building owners can begin to prepare for compliance
- Share funding opportunities available
We'll be joined by the U.S. Department of Housing and Urban Development (HUD), who will share information about their free energy and water benchmarking services for HUD-assisted properties. There will also be an opportunity for Q&A at the end.

Lewis County Clean Buildings Fellow
At the beginning of summer 2024, Commerce partnered with the Smart Buildings Center Education Program, San Timoteo Energy Associates and Strategic Energy Innovations (SEI) to launch the Lewis County Clean Buildings Fellow Program. The pilot program offers Lewis County Tier 1 building owners assistance in compliance with the Clean Building Performance Standard (CBPS).
The Pacific Northwest Center of Excellence for Clean Energy at Centralia College hosts the Fellow. While there, the Fellow receives mentorship and on-the-job training on energy benchmarking, building systems and the general requirements of the Clean Buildings Performance Standard. Over the last few months, the Fellow has contacted schools and nonprofits, prioritizing Tier 1 buildings owners who are under resourced. The Fellow has also established relationships with local utilities, including the Lewis County PUD, Centralia City Light, and Puget Sound Energy.
The pilot program offers assistance with:
- Benchmarking through the Energy Star Portfolio Manager
- Energy Management Plans
- Operations and maintenance programs
- Exemption applications
- Connecting to resources
- Education on the CBPS requirements
