Electric vehicle information requests

The Washington Department of Commerce clean transportation team is seeking responses on two requests:

  1. Feedback on draft electric vehicle policy and funding proposals
  2. Planned applications for the federal Charging and Fueling Infrastructure (CFI) seeking a state letter of support

Both requests are due Aug. 16, and we highly encourage earlier responses.

1.  Public comment opportunity: Draft electric vehicle policy and funding proposals

The Washington Department of Commerce is seeking public input on draft electric vehicle (EV) policy and funding proposals for the 2025 legislative session. Following a July 17 workshop, Commerce staff refined the proposals and developed a survey to obtain public input on the new drafts.

Important step in agency request process

The 2024 Transportation Electrification Strategy (TES), developed by the Interagency Electric Vehicle Coordinating Council (EV Council) issued a list of priority recommendations that will require continued funding, program changes, and legislative updates to meet state requirements.

To move the recommendations forward, state agencies and offices comprising the EV Council – including the Department of Commerce – are working through an annual agency request process that feeds into the governor’s proposed budget and approved request legislation.

Request development schedule

  • February 2024: The EV Council created committees to implement priority recommendations from the TES to advance transportation electrification.
  • March - June 2024: Committees set scope of work and advise agencies on drafting initial request outlines.
  • July 10, 2024: Committees present updates on work to the EV Council
  • July 17, 2024: Public workshop receives feedback on initial work
  • July - August 2024: Committees further develop proposals based on feedback from the workshop, publish drafts for public comment, review comments, and finalize requests
  • August 6-16 2024: Public comment period open
  • Sept. 2024: Agencies submit requests to governor’s office and Office of Financial Management for consideration.

2.  Planning to apply for CFI? Let us know.

To improve competitiveness of applications for the federal Charging and Fueling Infrastructure (CFI) grant, Commerce will review all submitted applications to determine whether to provide letters of support.

We have provided an intake form to gather information. Responses will be reviewed on a rolling basis starting Aug. 12.

To be considered for Commerce support, intake forms must be submitted by Aug. 16.

Commerce is only considering support for applications in the community category. The state is supporting a tri-state I-5 truck charging application in the corridor category. That application is led by the Washington State Department of Transportation in partnership with Oregon and California agencies.
