Housing Trust Fund Handbook new guidance:
- Operations & Maintenance program
- Permanent Supportive Housing O&M Services
Over the course of 2024, Commerce is conducting a multi-part, chapter-by-chapter public review process of the Housing Trust Fund (HTF) Handbook. We will provide multiple opportunities to get oriented to and provide input on these updates throughout the process.
The contents of existing Chapter 6 - "Operations and Maintenance" are undergoing a significant revision.
Background
When the Department of Commerce created a separate Housing Division in 2022, the Office of Apple Health and Homes - Permanent Supportive Housing was created to concentrate on expanding and improving the quality of permanent supportive housing (PSH) throughout the state and create consistency on various programmatic strategies to address extremely low-income households.
The Housing Trust Fund Operations & Maintenance (HTF-O&M) and the Permanent Supportive Housing - Operations, Maintenance, Services (PSH-OMS) programs moved under the Office of Apple Health and Homes.
Last year, the Legislature condensed the four laws associated with document recording fees into one: RCW 36.22.250, with section 5 serving as the guiding statute for the HTF-O&M and PSH-OMS programs.
New guidelines
Over the last two years, we have been updating programmatic and administrative guidance for these two programs. We have removed the HTF-O&M program from the HTF Handbook (previously Chapter 6 of the handbook).
In its place, we have developed standalone guidelines documents, creating more consistency between cost-reimbursement contracts for operations and maintenance expenditures.
The Housing Trust Fund Handbook will retain some prior Chapter 6 content and migrate that content into Chapter 5 of the new handbook.

We will provide an overview of the new documents, background and highlights of significant administrative or programmatic changes to the guidelines in a virtual public meeting on Zoom, and you may submit written comments online.
