Climate Pollution Reduction Grants
Seeking input from eligible entities on priority greenhouse gas reduction measures
The Climate Pollution Reduction Grant (CPRG) Program is one of many federal funding opportunities created through the Inflation Reduction Act and runs through the U.S. Environmental Protection Agency (EPA). This program provides grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas (GHG) emissions and other harmful air pollution.
This grant program consists of two phases:

Phase 1: $250 million for noncompetitive planning grants. Washington received a $3 million federal planning grant in June, which is currently underway.

Phase 2: $4.6 billion for competitive implementation grants. EPA Guidance for this program was released on Sept. 20, 202.
What happens next?
Washington can leverage funding from Phase 2 grants to implement GHG reduction measures that make significant strides toward our state’s climate mandates. Given the limited number of awards that EPA will provide, we need to coordinate proposals to maximize the competitiveness of all applications from our state.
To help design competitive proposals, Commerce is seeking information on priority GHG reduction measures from eligible entities, including:
- municipal agencies (including local air pollution control agencies), departments, or other municipal government offices, and
- councils of governments, metropolitan planning commissions, or other regional organizations comprised of multiple municipalities.
- lead organizations for tribal CPRG planning grants, other tribal agencies (including tribal air pollution control agencies), departments, or other tribal government offices or tribal consortia.
Commerce will use this information to help identify potential coalition applications based on geography and/or measures, as well as potential lead applicants.
Important information
Any GHG reduction measure that jurisdictions want to see funded must be included in an applicable Priority Climate Action Plan (PCAP) for each eligible entity, as follows:
- King, Kitsap, Pierce and Snohomish Counties will refer to either the Seattle-Tacoma-Bellevue MSA or State PCAP
- Clark and Skamania Counties will refer to the Portland MSA or State PCAP
- All other counties will refer to the State PCAP

UPDATE: Tribes will refer to tribal, MSA or State PCAP, as applicable
This process will help ensure that measures for Phase 2 applications are covered under the state PCAP.

Please fill out this survey on priority GHG measures. Responses are due by 5 p.m. Pacific Time, Friday, Dec. 22, 2023.
PLEASE NOTE:

Commerce will not respond to every survey, and we do not guarantee a measure will be included in a Phase 2 application.
- The CPRG program cannot fund all identified priority measures in Washington.
In addition to aiding development of the most competitive proposals from Washington state for Phase 2 CPRG funding, this survey will help Commerce identify other federal and state funding opportunities for projects.
