Clean Buildings Workgroup Update

The Clean Buildings Workgroup is underway. SBW Consulting facilitated the Nov. 1 kick-off, which reviewed the workgroup purpose, charter, deliverables, timeline, and goals for each representing sector.   

Goals of the Clean Buildings workgroup:

  • Represent Tier 1 building owners and other impacted stakeholders
  • Review the analysis of the financial investments required for Tier 1 building owners to comply with the Clean Buildings Performance Standard
  • Make recommendations to the legislature to assist building owners in attaining compliance

Commerce and SBW aim to ensure that perspectives from all workgroup members are meaningfully considered, all deliberations are documented, and the planning process is complete, accurate, fair and transparent. The recommendations this group provides will be finalized in a report to legislative committees by September 1, 2024 on how to support building owners in achieving compliance with the Clean Buildings Performance Standard.

The workgroup will convene again in mid-December to analyze financial investments and discuss preliminary findings. Our overall intent is to have a data-driven understanding of the cost of compliance. 

Workgroup participation

We've received significant interest in the Clean Buildings workgroup. Workgroup participation is limited to the representing sectors as defined in the proviso language. We are working hard to balance receiving broad input and having meaningful engagement. We are committed to transparency and will provide opportunities for public input as recommendations are drafted.

Request for Comments: CR 102 and proposed rules for Tier 2 covered buildings

We are in the next phase of rulemaking for SB5722, expanding the clean buildings performance standard. Commerce filed the CR-102 form (Box PDF) on Oct. 18, 2023. The proposed rules and the completed CR-102 form are available on the Clean Buildings webpage. The form includes:

  • Agency contact information
  • Intended adoption date
  • Public hearing details
  • Small Business Economic Impact Statement

Public hearing and comments

We are now seeking public input on the proposed rules and contents of the CR-102.

Written comments can be submitted through the stakeholder comment form.Deadline for written comments is Nov. 21, 2023, at 4:30 p.m.

Stakeholders can also provide testimony during the public hearing on Nov. 21, 2023 at 10 a.m.
