Clean Buildings Bulletin
New Clean Buildings Workgroup
Commerce is convening a workgroup to analyze the financial investments required for owners of Tier 1 covered buildings to comply with the Clean Buildings Performance Standard and to make recommendations to the legislature to assist building owners in attaining compliance.
The Clean Buildings Workgroup will include members representing:
- K-12 schools
- state and local government agencies
- utilities
- healthcare associations
- environmental and consumer advocates
- business sectors, and
- other stakeholders named in the Washington State Capital Budget, Section 1017(1).
SBW Consulting, Inc., 2050 Institute and Unrooz Solutions were awarded a competitive contract to complete the financial analysis and facilitation of the new workgroup. Workgroup members have been invited to participate in monthly meetings over the next 11 months.

Energy Management Plan (EMP) and Operation and Maintenance (O&M) Program Tools
Commerce developed tools to help standardize the reporting requirements of the Energy Management Plan (EMP) and Operation and Maintenance (O&M) Program. These tools will be required attachments for early compliance applications and must be submitted along with the completed EMP and O&M program documents.
Applicants can use the reporting tools to crosswalk with their EMP and O&M documents to ensure they meet all requirements prior to submitting a compliance application. These reporting tools will also serve as a content checklist for Commerce to provide a high-level summary of a building's EMP and O&M plan, offering a more consistent and expedient compliance review process.
