Commerce survey identifies $800 million in anticipated capital funding needed for affordable housing projects in 2023-25 biennium

Organizations identify 207 projects seeking to leverage $800 million in state funding to produce needed affordable housing 

Commerce conducted a preliminary survey of nonprofits, housing authorities and local governments to gauge interest and capacity for producing affordable housing in the 2023-25 biennium. This survey is conducted every other year and helps to assess the field and interest in upcoming funding opportunities through the Housing Trust Fund.

In 2023, 136 organizations completed this optional survey, providing an overview of the affordable housing project pipeline and their needs. Seventy-three of the 136 respondents (54%) requested pre-construction technical assistance, a critical priority for Commerce moving forward. Many respondents intend to apply for their first-ever funding award.

Survey results illustrate the demand for state resources to support affordable housing production, and should not be construed as a complete inventory of the affordable housing pipeline.

Other key findings:

  • Most projects report seeking multiple funding sources to finance higher total development cost.
  • Respondent projects are located in 30 counties across the state, with a majority looking to serve people experiencing homelessness.
  • 35% of project sponsors identified as BIPOC or LGBTQ+.
