Draft methodology and numbers for Projected Housing Needs
Background
The Growth Management Act (GMA) directs local governments to “plan for and accommodate housing affordable to all economic segments of the population of the state.” It requires local governments to include an inventory and analysis of these projected needs in the housing element of their comprehensive plans, as well as projected needs for permanent supportive housing, emergency housing and emergency shelters.
Commerce must provide projections of housing needs, broken down into the categories of moderate, low, very low and extremely low-income housing needs. The department will also provide need projections for permanent supportive housing and emergency housing/emergency shelters.
To be consistent with the GMA framework, the housing data uses Office of Financial Management (OFM) projections of future populations for every county of the state. Commerce will provide housing need projections at the county level. Each county, and the cities within it, will then work together to determine how those future needs are allocated among their respective jurisdictions.
Draft methodology & Housing for All Planning Tool
A draft methodology for projecting future housing needs is available now for public review and comment.
Draft housing need numbers are also available for review and comment.
Commerce developed an Excel spreadsheet-based Housing for All Planning Tool (HAPT) to calculate and allocate projected housing needs. Users can select future years and populations and be presented with housing need projections by income band. The tool will also provide two ways to divide housing needs among the cities, towns and unincorporated areas of each county.
Comment period open now through Nov. 11
The draft projection methodology and draft housing need numbers are available for public comment through November 11. Commerce will review and consider comments to develop the final projected housing need numbers and methodology in conjunction with the upcoming release of 2022 OFM population projections.
Important notes:
- Draft housing need numbers released today use 2017 OFM population projections and will be updated with 2022 data in the final release.
- Projected needs for emergency housing/shelters and permanent supportive housing use only OFM "medium" population projections.
- Final projected housing need numbers are expected in January 2023.
