Commerce is hosting a webinar on consumer-owned utility clean energy implementation plans (CEIPs) submitted to the agency on Jan. 1, 2022. An aggregate spreadsheet of the CEIPs submitted by consumer-owned utilities will be presented.

Consumer-owned utilities and the public will have one month after the May 6 webinar to suggest revisions to Commerce’s spreadsheet. The agency will use the subsequent spreadsheet for further analysis and data visualization with input from stakeholders.

The CEIP is the first planning document submitted to the agency under CETA. It documents how a utility intends to comply with CETA’s clean energy and equity requirements over the next four years, and make progress towards the state’s 2030 greenhouse gas neutral and 2045 greenhouse gas free standards.

Reminder: Public hearing on proposed CETA rules scheduled April 27

Commerce will host a virtual public hearing on its proposed rules at 1 p.m. on April 27. The rules cover double counting, wholesale market transactions and storage accounting.

Commerce announces energy assistance technical advisory group

Commerce is forming a technical advisory group to provide leadership and guidance in the implementation of RCW 19.405.120. This includes providing input on data collection, aggregation and analysis policy evaluation under the statute.

Advisory group members will be asked to attend biweekly meetings in the spring and early summer in order for Commerce to submit a biennial report on energy assistance to the Legislature by Jan. 1, 2023. Advisory group meetings will be held less frequently in the summer and fall.

Public meetings will be convened over the course of the summer to gather input from non-members. Commerce intends for the technical advisory group to be small to encourage interactive conversations and problem solving on technical issues. Members of the 2020 Data TAG will receive an invitation to participate.

If you have reviewed the draft advisory group charter and are interested in being part of the advisory group, please email ceta@commerce.wa.gov. If you do not wish to be a member or are not selected, there will be plenty of opportunities to participate in public meetings.
