Draft double counting and storage rules release

Commerce and the Utilities and Transportation Commission (UTC) released draft rules to implement the prohibition on double counting unbundled renewable energy credits (RECs) and to clarify accounting for energy storage under CETA.

The draft rules, notice of opportunity to comment and instructions for how to submit comments are posted on the CETA Rulemaking webpage.

Please submit comments to both Commerce and the UTC by 5 p.m. Monday Dec. 6, 2021.

 

Correction: CETA Reports and Plans Schedule

Commerce’s Reports and Plans Schedule listed resource plans and integrated resource plans, with CETA clean energy action plans or 10-year action plans, as being due Jan. 1, 2022.

The correct due date is Sept. 1, 2022. 

The Reports and Plans Schedule can be found under "Resources" on the Compliance and Reporting webpage.

 

Rulemaking workshops and deadlines

DECEMBER

  • Joint rulemaking workshop – Interpretations of use
    Dec. 6, 2021, 1 to 4 p.m.
    Commerce and the UTC will hold a joint rulemaking workshop on draft rules concerning the “use of electricity” (RCW 19.405.040(1)(a)). Meeting materials will be posted on the CETA Rulemaking webpage ahead of the workshop.
  • Comment deadline – Double counting and storage
    Dec. 6, 2021, 5 p.m.
    Commerce and the UTC jointly request public comments on draft rules on double counting and storage. Please submit comments to Commerce at ceta@commerce.wa.gov and the UTC through its online portal.
  • Joint rulemaking workshop – Double counting and storage
    Dec. 14, 2021, 1 to 4 p.m.
    Commerce and the UTC will hold a joint rulemaking workshop on draft rules on double counting and storage. Meeting materials will be posted on the CETA Rulemaking webpage ahead of the workshop.

 

Implementation deadlines

JANUARY

  • Reporting deadline – Clean energy implementation plans (CEIPs)
    Jan. 1, 2022
    All public utility districts, electric cooperatives and municipal utilities are required to submit CEIPs to Commerce by Jan. 1, 2022. The template, an instructional webinar and FAQ are on Commerce’s Compliance and Reporting webpage.

FEBRUARY

  • Reporting deadline – Energy assistance programs
    Feb. 1, 2022
    All electric utilities in Washington are required to report to Commerce on their energy assistance programs under RCW 19.405.120(4) by Feb. 1, 2022. The reporting template and supporting materials are on the Compliance and Reporting webpage.
