Fall Behavioral Health Facilities Funding Round Expected to Include Ten Facility Types
Commerce received the following appropriations in the 2021-23 capital budget for community-based behavioral health facilities. Through the Behavioral Health Facilities (BHF) Program, we expect to open a funding round this fall to award the following:

Projects Must Expand Beds or Service Capacity and be licensed or certified through the Department of Health (DOH) or the Department of Social and Health Services (DSHS).
Grant funds can be used for construction, renovation, or acquisition, as long as it results in an increased number of beds or service capacity. Eligible entities include local governments, tribes, hospitals, nonprofits, and for-profit businesses.
BHF-funded facility types include:
- Hospitals – Acute Care, Psychiatric and Private Alcohol & Chemical Dependency
- Residential Treatment Facilities – Intensive Behavioral Health, Secure Withdrawal Management & Stabilization, Substance Use Disorder, Evaluation & Treatment, and Crisis Stabilization or Triage
- Enhanced Services Facility
- Nursing Home with secure dementia care
- Assisted Living Facility with behavioral health and dementia care
- Outpatient behavioral health services provided in a DOH-licensed Behavioral Health Agency
- Mental Health Peer Respite, licensed by DOH as a Behavioral Health Agency

The webpage also includes toolkits developed by the Health Care Authority to aid in the development of the newest facility types. We also encourage you to reach out to DOH for technical assistance related to the licensure and construction review process, and your local network provider (i.e. MCO or BH-ASO) for information on behavioral health service rates. You should also start working with your local jurisdiction to ensure the type of facility you are considering can be permitted in a timely manner. We have developed a model ordinance and communications toolkit to help project siting.
