Effective Oct.1: SET Phase Two Expansion

Attention All Firm Managers, please share with your staff:

Effective Oct. 1, Skill Enhancement Training (SET) courses will expand to include courses that help the worker build or maintain job readiness for gainful employment.

Consideration of SET courses aimed at building or maintaining job readiness will look different for each worker depending on their current skill level, experience, and return-to-work goals. The  VRC’s Narrative Report must clearly indicate how the proposed SET course is related to a career pathway.

Examples include:

  • Integrated Basic Education and Skills Training (I-BEST)
  • Computer skills courses that go beyond basic or introduction
  • Professional and continuing education
  • Pre-requisites
  • Stackable or micro-credentials
  • Programs with community-based organizations
  • Pre-apprenticeship

All SET requests must continue to meet previously established criteria outlined on the Skill Enhancement Training webpage and related resources, including the SET Guidelines for Vocational Providers, and SET Application.

SET resources have been updated to reflect the additional course options and provide additional guidance in SET activities. Please check the website before submitting a SET application to ensure you have the most current information.

Please note that L&I cannot approve any “expansion” courses before Oct. 1.

Thank you for partnering with us in this exciting opportunity to support workers in staying motivated and engaged with return-to-work activities during recovery.

For questions, email the Vocational Recovery Project.

This memo will be posted to L&I’s “What's New for Vocational Counselors” web page.
