This news bulletin covers noteworthy updates, reminders, and resources that the Return to Work Partnerships (RTWP) program wants to share with vocational providers.
We will continue to send individual GovDelivery messages when your action is requested.
Hot Topics
Vocational Provider Summit on hold for 2025
L&I is not hosting a Vocational Provider Summit this year. We are letting you know so you can adjust your travel plans and take advantage of other opportunities to earn continuing education credits (CEUs).
Instead of hosting the Summit this year, we will present on several important topics and give updates at the upcoming IARP Conference on April 18th, at Emerald Downs. We are also hosting the Quality Assurance Leadership Conference for firm managers this fall. We will share details about the conference as soon as plans are final.
L&I is still providing opportunities to earn CEUs. Educational webinars offer cost-effective and convenient ways to connect with us and earn credit. Participation and feedback from vocational providers so far are outstanding and the RTWP Webinar Team appreciates your continued support and input.
New L&I at WorkSource Informational Video
Exciting News! A new informational video is now available on the L&I at WorkSource web page. The video features three of our Vocational Service Specialists (VSS) explaining how they can assist job seekers. This video is a great tool to share with customers who have questions about WorkSource services.
Our L&I WorkSource VSS team is here to provide job search assistance, employment services, and connections to WorkSource partners. These partners offer a variety of valuable resources, including community support, financial assistance, educational and training opportunities; all designed to help job seekers successfully return to work. A referral to a WorkSource VSS provides your customers with a unique introduction and direct connection to these services.

Skill Enhancement Training Outcome Tracking Update
The Skill Enhancement Training (SET) outcome EVOC is now available in the Claim and Account Center (CAC). This replaces the word document template previously available on the public website. The EVOC is imaged as a “Skill Enhancement Training” document type.
L&I is tracking worker outcomes for SET courses partly because of the innovative nature of the incentive. No other jurisdiction offers skill development as early in the claim process.
Vocational rehabilitation counselors (VRCs) must submit outcome information through an EVOC upon course completion, while the referral is still open. Options for outcomes include pass, fail, and not available (N/A). If a worker does not share their outcome data, VRCs should still complete the EVOC by using “N/A.”
Counselor Spotlight

VSS Lead Ashlee Hansen recognizes VRC Jamie Clark, at Rainier Case Management, for preparing a successful retraining plan for a motivated worker who completed it early and engaged with WorkSource for readiness and job search assistance. Jamie continued to support the worker through a move back to the state, helped update the worker’s labor market, and made plan modifications. Thank you, Jamie, for consistently engaging with and meeting the worker where they are.

Joshua Allen, at Rainier Case Management, provided services to a worker who expressed their appreciation for how responsive and committed Joshua was in helping them understand the process every step of the way. Thank you, Joshua, for engaging patiently with your workers to help prevent a confusing process.

VSS Lauri Cousineau identified the efforts of VRC Juliana McCoy, at Eastside Vocational Services, who assisted a worker to gain English Learner Acquisition status. Juliana collaborated with L&I’s School Oversight Program staff, the college, and VSS to support the worker’s successful plan completion. Thank you to Juliana for helping the worker recognize and overcome barriers.

New Resource! SET Schools and Training
A new resource is available for VRCs to use when looking for a SET school or training provider. The resource covers information on:
- What’s available
- How to locate training (Vendor Services Lookup)
- Exploring skill enhancement
- Language acquisition programs
