Vaccine mandate and registered apprenticeship programs

 

The Apprenticeship Program for the Washington State Department of Labor & Industries is sending this to address questions about the effect of the Governor’s Vaccine Proclamation on registered apprenticeships.

In particular, please note that requirements differ:

  • When applied to instructors and apprentices;
  • Depending on the location of the activity; and
  • Whether the apprentice is acting as a student or worker.

Vaccines are required for:

  • Registered Apprentices who are employed onsite at a state agency or in an active educational or health care setting. Note: Other jurisdictions, such as city governments, may require vaccines for workers on their jobsites – but that is not required under the proclamation.
  • Employees of Joint Apprenticeship Training Committee (JATC) programs who provide on-campus instruction for colleges. Note: If the instruction occurs completely off campus, then the instructor is not required to be vaccinated by the proclamation. However, an employer may require their workers to be vaccinated.
  • Employees of Registered Apprenticeship programs licensed by the Workforce Training & Education Coordinating Board (WTECB). Note: Apprentices of these programs are not required to be vaccinated – unless working on a jobsite that requires them to be vaccinated.

As students, Registered Apprentices are not required to be vaccinated unless the school requires it. However, when engaged in work for the school that is on campus, Registered Apprentices are required to be vaccinated. When working off campus, Registered Apprentices are not required to be vaccinated, unless their employer requires it.
