DES updates requirements for sole source contracts
Effective immediately, agencies that file contracts in the Sole Source Contracts Database (SSCD) will need to provide additional information to comply with Gov. Inslee’s Directive 24-19, issued Dec. 2. It applies to all agencies under the governor’s direction and freezes all hiring, nonessential service contracts, discretionary purchases of goods and services, and travel due to a projected budget shortfall.
What you need to do:
When filing a contract or amendment in SSCD, applicable agencies will be prompted to document how the contract complies with the governor’s directive. The directive outlines exemptions to the spending freeze.
The freeze on service contracts does not include contracts, contract amendments, or other agreements:

Costing less than $10,000.

Related to the protection of life or public safety.

Tax collection or other revenue-generating activities.

Those funded exclusively from private or federal funding sources.
The freeze on goods and equipment purchases does not apply to equipment:

Costing less than $10,000.

Necessary to protect life or public safety.

Necessary to carry out the core functions of the agency.

Funded by private or federal grants.
Agencies that are subject to the directive are required to retain documentation in their contract files to support how the sole source contract complies with the directive.
All state agencies that are under the direction of the governor are subject to this requirement.
