DES explores viability of new contract
Enterprise Services is researching the potential for a statewide contract for compost and related products to meet state law (RCW 43.19A.160) requiring the use of compost products “to the maximum extent economically feasible.”
Enterprise Services has worked with the Department of Ecology to develop preliminary contract specifications based on guidelines and exceptions in RCW 43.19A.120.
DES is inquiring into what types of compost products state and local entities are purchasing and how they're being used. To share or gather information about compost, contact DES’s David Mgebroff.
ENCAMPMENT CLEANUP
Progress report: New contract grows in usage
Washington’s statewide contract for encampment cleanup services has grown every quarter since its launch in early 2022.
Enterprise Services is continuing customer education around the state to increase awareness of the contract and its seven awarded vendors.
Contract 06419 is for the cleanup and environmental mitigation of homeless encampments on public properties after they've been abandoned or cleared of human habitation. The contract is for use by state agencies and political subdivisions (cities, counties, schools, higher education institutions, special districts, etc.) that are parties to the Master Contracts Usage Agreement.

CUTTING EDGES – SNOWPLOWS AND GRADERS
New contract launches with four vendors
Enterprise Services announces new Contract 11421 for cutting edges for snowplows and graders, active as of Nov. 1.
The new contract, which replaces Contract 03014, was awarded by category to the following vendors:
- Kueper North America
- Rebuilding & Hardfacing
- Winter Equipment Company
- Norstar Industries
Category 2 for grader cutting edges was not awarded and will be reposted via WEBS in coming weeks. Questions about the contract can be directed to Shapoor Naveed at DES’s Contracts Team Maple, 360- 701-1897.
LESS-LETHAL MUNITIONS
Potential gap in coverage before new contract in place
A new contract for less-lethal munitions is expected to launch before the end of the year, but DES is giving notice there might be a gap in coverage after the Dec. 9 expiration of the current contract.
The new contract number is 15322, and information is included on the Planned Procurement Page.
While DES is making every effort to ensure there is no gap in coverage, you should be aware and make arrangements for necessary purchases.

FRESH BAKERY
DES looks to extend contract
Contract 01520 for fresh bakery items is scheduled to expire March 2. In the meantime, Enterprise Services is considering an extension of the contract.
Contract users can provide feedback in two ways: by using the Vendor and Contract Performance form located at this link from the Resources dropdown menu; or by sharing your thoughts directly with the contract manager, Neva Peckham, at DES’s Contracts Team Fir, by Dec. 1.
