Hello Tribal Child Placing Agency (CPA) partners,
Foster Care WAC Chapter 110-148
The Foster Care WAC Chapter 110-148 will not go live on July 1. Although we had hoped to file for Public Comment in January, we received a large volume of feedback thanks to a thorough review of the first draft of the WAC from the Office of Tribal Relations, DCYF staff, and other external partners which included CPA/Tribal CPA representatives. We responded to each comment which delayed the Public Comment period. The Public Comment period during the Negotiated Rulemaking (NRM) process is an opportunity for the public to submit feedback on proposed WAC changes before it becomes final.
Public Comment allows us to have a draft of the proposed WAC Chapter 110-148 that will assist us in completing training for LD and CPA staff, forms, policies, and procedures, so you will be prepared! We will know more about a go-live date after the end of Public Comment. A communication with more details will be sent soon.

Required Docs for CPAs
Required CPA docs have been updated.
WA CAP (Binti) Updates
The WA CAP User Manual has been updated on the CPA webpage. This manual provides thorough instructions for completing steps in WA CAP (Binti). The following three sets of steps were added:
- Adjusting Worker Notification Settings
- Enter or Change Family ID
- Enter or Change Person ID
WA CAP (Binti) implemented the following updates as part of our monthly release schedule.
