Negotiated Rule Making Group Care – Licensing Requirements for Group Care Facilities
The Washington State Department of Children, Youth, and Families (DCYF) Licensing Division (LD) filed a supplemental WSR 25-23-088 to reopen the public comment period on 16 proposed rule revisions in chapter 110-145 WAC Licensing Requirement for Group Care Facilities (GCFs). DCYF received several comments during the first public comment period in July of 2025 and is now refiling this supplemental as these rules were revised based on the comments received.
This rulemaking provides group care licensing requirements to align with the provisions of the D.S. settlement and for housekeeping updates. The changes will reduce barriers and improve the health, safety, and wellbeing of children and youth in GCFs. The WAC revisions will also provide greater stability and outcomes for children and youth entering GCFs.

Negotiated Rule Making Group Care – Licensing Requirements for Group Care Facilities
The Washington State Department of Children, Youth, and Families (DCYF) Licensing Division (LD) has completed rules for chapter 110-145 WAC. These rules have been formally adopted and are now final and filed under WSR 25-23-103, while the remaining 16 rules in this chapter have been revised and are currently open for an additional public comment, now through Dec. 23, 2025.
These rules go into effect on Friday, May 1, 2026.
