ELMS Update

ELMS DCYF turned off the permissions to change site slot counts and move slots between sites in ELMS for 2024-25. You can still move slots between classes at the same site. If you need a slot count change at the site, please contact your CQI. We will give contractors back this function in the spring to set up the 2025-26 school year.

ECEAP Performance-Based Contracting Dashboard

At the October 2024 Directors meeting, ECEAP launched an interactive dashboard as part of our work on the Performance-Based Contracting (PBC) initiative. Dashboards are a collection of graphs and charts that show trends in a way that is easy to read. ECEAP’s dashboard will show information about programmatic outcomes and targets. While you can log in at any time dashboards will only be updated twice a year. As always, you will still be able to see child-level data in TS Gold accounts. We hope that the dashboard will become another tool available to you.

A reminder, lodging and meals/incidentals rates update annually on October 1st. Check the Office of Financial Management for the updated rates at Travel | Office of Financial Management (wa.gov)

Infant and Early Childhood Mental Health Consultation Survey

IECMH services are growing in our state. ECEAP requires contractors to have access to an IECMH Consultant (PDTR-26). In an effort to understand the statewide landscape of IECMH consultation in ECEAP we are asking contractors to complete a survey. The survey will take approximately 15 minutes to complete. Your participation is appreciated as we collaborate within DCYF and with external partners to support IECMH services across the state. The survey takes approximately 15 minutes to complete. ECEAP GOLD® Checkpoint Data for Kindergarten Teachers

DCYF included an annual child record request process in their scope of work with Teaching Strategies to share checkpoint data for children transitioning to kindergarten. This process allows for the prior year’s checkpoint data to be transferred from the DCYF SmartTeach™ license to the WaKIDS SmartTeach™ license so that kindergarten teachers (and administrators) can view the previous year’s checkpoint data for: 

  • Children who attended ECEAP in the previous school year who will be 5 years old by August 31 AND, 
  • Who have a completed Spring checkpoint. 

The previous ECEAP checkpoint data can be viewed via the Individual Child Report and via the Transferred Record button in a kindergarten teacher’s “Class Details” view. More information can be found in the WaKIDS Implementation Guide for District Assessment Coordinators on page 15.

DCYF Training Opportunities and Support

DCYF Community Child Care Forums

Child care providers have asked for regular meetings with DCYF to discuss their challenges and receive timely answers to their questions concerning child care policy, rules, and other relevant topics. In response, DCYF has organized community child care forums across the state.

To ensure we can plan accurately for interpretation needs, please register only for the location you intend to attend. Please make sure you have the correct location before registering.

About the Forums

Community Child Care Forums aim to: 

  • Strengthen relationships between providers and the agency;
  • Make a space for providers and DCYF to share and celebrate what is going well; and 
  • Foster opportunities for ongoing collaboration.

These forums are open to licensed child care centers, licensed family homes, outdoor nature-based providers, and school-age providers, including certified providers, who may be located on tribal lands.

Mobility Mentoring® Foundations (Two-Day in-person Spanish only)

The DCYF ECEAP Comprehensive Services team will offer the first in-person, two-day Mobility Mentoring Foundations Course in Spanish exclusively for dual-language staff who support Spanish-speaking families. Dual language family support staff who have not yet taken the course are strongly encouraged to attend, as this will be their first opportunity to qualify for the Trauma-Informed Incentive. Staff who previously completed the course in English but work with Spanish-speaking families are also welcome to participate, though they will not be eligible for the incentive. The training is open to family support staff, teachers, and other ECEAP staff. 

Spaces are limited, and registration is required. If we exceed the number of available spots, you will be placed on a waitlist.

Mobility Mentoring® Online Foundations Course

This course if available for all family support staff to access at no charge. It is designed for learners to see Mobility Mentoring® in action, learn about intentional practice, and prepare them to use the coaching approach. The course is broken into four modules that take between 8-10 hours to complete. If you are new to the platform, you must first click the button that says, “sign up”.

Mobility Mentoring® Foundations Monthly Reflection Session

Completion of this session is mandatory to receive STARS credit and to be eligible for Trauma-Informed Care incentives. After successful completion of the Mobility Mentoring® Foundations Course, you need to attend one reflection session to receive STARS credit.

FREE OPPORTUNITY: Department of Health (DOH) Water Testing for Lead and Copper

Children six years old and younger are the most susceptible to the effects of lead exposure. Licensed child care programs in Washington are required to test their drinking water for lead and copper when seeking licensure and every six years after (WAC 110-300-0235). Child care programs must test fixtures that supply water for drinking, cooking, or preparing food or formula.

DOH offers free water testing through the Environmental Protection Agency’s WIIN Grant. The Department of Health (DOH) has identified over 5,500 licensed childcare programs serving approximately 178,000 children. Register for our free lead and copper testing program. DOH staff will follow up with additional details. The Happiest Preschool: How to Foster Playful Learning and a Curious, Cooperative and Joyful Classroom

This webinar provides an overview of how playful learning, developmentally appropriate expectations, positive behavior management, preservation and enhancement of children’s curiosity and creativity can lay the foundation of joyful, positive preschool classroom and health child development.
