Announcing New ECEAP and Head Start Take Up Dashboard

We are happy to announce the release of another Early Learning Dashboard: The ECEAP and Head Start Take Up dashboard. Similar to the Need and Supply Dashboard, this product allows users to explore how many children receive ECEAP and/or Head Start services compared to the population who are estimated to be eligible by county, legislative district, School district, and ZIP Code tabulated area.

There are filters by State Median Income (SMI), Age group, and Program Designation to allow users to focus in on specific groups or programs. We also have a button that will add in the Subsidy WCCC population to the map’s denominator.

  • To protect child identities, this map will suppress any counts of children served under 10. However unserved children are all shown since these are estimates from the census.
  • The dashboard will be updated quarterly at the same cadence as the Need & Supply and the Subsidy Take Up dashboard. Please note that the data is relative as of October 2023.

ECEAP Expansion Awards

As of May 1, 2024

DCYF is excited to announce successful RFA Applicants have been notified of their ECEAP Expansion, Conversion, and Reallocation awards. These slots will be in place for the 2024-25 school year.

The Washington State Legislature allocated funding for 500 new School Day slots and 1,000 Conversion slots for the coming year. DCYF ECEAP was also able to award additional slots through reallocation of returned slots.

We are happy to announce a new contractor with this year’s awards. Please welcome NWESD 189 in Whatcom County as a new ECEAP contractor beginning July 1.

ELMS Update

New School Year is Available in ELMS 

The new 2024-25 school year is now accessible in Early Learning Management System (ELMS). Be sure to check in the upper right of ELMS to ensure you are in the correct year before entering data. For the new year:

  • DCYF has temporarily assigned your slots at the contractor level. This will be updated soon if you receive expansion slots.
  • ESE allotments are temporarily set to match your initial allotment from the 2023-2024 school year. These allotments may increase or decrease once expansion slots are finalized and based on current usage.
  • You can now update your sites and classes for 2024-25 and begin entering child data and enrolling children. See Starting the New School Year in ELMS. Working Day classes must be set up by July 1. All other classes must be set up by August 15. This includes adding all slots in the class Plan for Reserving slots.
  • Child ECEAP records:
    • This year's 2 and 3-year-olds rolled forward to the next school year. You can find them in Child Search or on the waiting list for the site they were associated with in 2023-24.
    • For children who were 2-year-olds and never enrolled, their application will not roll over into the new year. Complete a new prescreen and application for a 3-year-old in ELMS.
    • This year's 4-year-olds rolled forward for summer enrollment only. You will not be able to enroll these children after August 15 since they are Kindergarten-eligible in the fall.
  • Child Early ECEAP records
    • All child records rolled forward to the next school year. You can find them in Child Search or on the waiting list for the site they were associated with in 2023-24.

For children transitioning to ECEAP on or after their 3rd birthday, their ECEAP application rolled forward to the next school year. You can find them in Child Search or on the waiting list for the site they were associated with in 2023-24.

2024-25 Paper ECEAP Child Applications Available

The 2024-25 ECEAP and Early ECEAP Child Applications are available here on the DCYF ECEAP website. Forms are available in English, Amharic, Arabic, Korean, Russian, Spanish, Ukrainian, and Vietnamese. Versions in Dari and Somali will also soon be available.

The 2024-25 Birth to 5 ECEAP Performance Standards are updated and posted on the ECEAP Contractor page. Highlights include one integrated set of Performance Standards for B-3 and PreK ECEAP in one document. A recorded presentation providing an overview of changes will be available soon.

2024 Summer Electronic Benefit Transfer (EBT) Program| Food and Nutrition Services

The Summer Electronic Benefit Transfer Program for Children (Summer EBT) will officially launch in summer 2024. Summer EBT provides grocery-buying benefits to low-income families with school-aged children when schools are closed for the summer. Boosting Healthy Development of Young children in US Immigrant and Refugee Families

An issue brief released from the Migration Policy Institute’s National Center on Immigrant Integration Policy outlines the limited access to IECMH services that immigrant and refugee families can face, examining the importance of such services and key barriers. The brief identifies opportunities for policymakers and practitioners to improve access to these services for young children in immigrant and refugee families.

Equity in Infant and Early Childhood Mental Health Consultation: Countering Bias and Promoting Black Joy in IECMHC

This webinar shares resources to support IECMH Consultants and supervisors to strengthen cultural responsiveness in IECMHC for children and families in Tribal, African American, Latine, and Asian American and Pacific Islander communities. This resource includes promising practices aligned with the revised IECMHC competencies to strengthen culturally and linguistically resposnive IECMHC practices.
