On Sept. 26, DCYF shared with providers and child care partners information on the new Working Connections Child Care (WCCC) eligibility categories passed by the 2023 Legislature and scheduled for a Feb. 1, 2024, implementation date. Based on feedback and concerns about implementation timelines, DCYF and Washington State Department of Social and Health Services have identified manual workarounds that will allow implementation on Oct. 1, 2023. DCYF will use these manual workarounds until the eligibility system is updated.
Families with expanded eligibility beginning Oct. 1 include:
- Parents and caregivers who work at licensed or certified child care centers and homes and have confirmed or verified employment recorded in MERIT may be eligible up to 85% State Median Income (SMI) with no copayment. Currently, 85% SMI is $7,954 per month for a family of four.
- Families who are in their first 12 months of their state-registered apprenticeship may be eligible up to 75% State Median Income (SMI), which is currently $7,018 per month for a family of four.
- Families participating in specialty or therapeutic courts and referred in court proceedings are categorically eligible; this means they are eligible regardless of income or approved activities.
- Children who reside in Washington state regardless of citizenship status who are otherwise eligible.
Family applications and reapplications beginning Oct. 1 will automatically be considered with the new eligibility. Due to the manual workarounds, some family notices may have information that is not accurate and may cause confusion.
