ECEAP Updates

Required October ECEAP Directors Meeting

We are excited for you to join us for our first in-person ECEAP Directors Meeting since 2019! Each year we gather to focus on ECEAP's purpose: Ensuring families furthest from opportunity have equitable access to comprehensive resources necessary to thrive. Join us for critical discussions, planning and information sharing to continue to increase our collective responsiveness to the families with whom we partner. 

Please be sure that an ECEAP Director or designee from your agency attends October 3rd and 4th. October 2nd New Directors training is tailored to ECEAP Directors who are new this year or new in the past couple of years. Please join us if you are newer to your role, and interested in learning the basics that a new ECEAP Director needs to know! ​

  • When: Tuesday, October 3 and Wednesday, October 4
    • Optional: New ECEAP Directors Meeting, Monday, October 2 in the afternoon
  • Where: Four Points by Sheraton Seattle Airport South, 22406 Pacific Highway South, Des Moines, WA 98198
  • Who: At least one representative from your contractor must be in attendance according to your ECEAP Contract.
  • Additional Information:
    • You may bring additional attendees as needed
    • DCYF does not reimburse for travel expenses, and you will need to make your own travel arrangements
    • Please let your CQI Specialist know if you have any questions

Training Opportunities & Support

Recruitment, Enrollment and Eligibility Training

DCYF is holding an in-person training for staff who determine ECEAP eligibility and enroll children into services. This is an excellent opportunity for staff who have not already attended the in-person training.

Grants and Funding Opportunities

Department of Commerce Early Learning Facilities Grants

The Early Learning Facilities (ELF) program aims to help Early Childhood Education and Assistance Program (ECEAP) contractors and Working Connections Child Care (WCCC) providers to expand, remodel, purchase, or construct early learning facilities and classrooms necessary to support early learning opportunities for children from low-income households.

2023-2025 Eligible Organizations Competitive Grant

  • Pre- applications closed on August 22, 2023 only approved pre-applications are eligible to process to the General Application.
  • General Applications Open and completed applications submissions must be received by 6:00 PM on Monday, October 16, 2023.
  • The Program Guidelines are provided in English, Spanish and Somali  on Commerce’s website
  • Awards are expected to be announced in late winter 2024.
  • On 10 August 2023 Commerce hosted a question and answer webinar: Frequently Asked Questions and Answers documents posted in Spanish, English, and Somali on Commerce’s website in case you missed it.

DSHS Office of Refugee and Immigrant Assistance (ORIA)

The Washington State Department of Social and Health Services’ (DSHS) Office of Refugee and Immigrant Assistance (ORIA) is seeking qualified organizations to submit competitive proposals to assist eligible children and families across the birth-to-kindergarten continuum. The Early Refugee School Impact (RSI) Program’s goals are 1) to support families of young children as they navigate daycare and preschool systems, 2) to ensure young children are prepared to succeed in formal schooling, and 3) to support parents through engagement activities.  This is the launch of the Early RSI program, and the first year will serve as a pilot.

The purpose of this Request for Applications (RFA) is to solicit applications for high quality, innovative Early RSI Services to eligible refugees and humanitarian immigrants (for detailed eligibility information, please refer to the RFA documents).

Qualified applicants must have the capacity to provide services that are culturally responsive and linguistically appropriate.  DSHS intends to award multiple contracts statewide covering a diverse range of geographic and ethnic communities in Washington State.

The application deadline is 5:00 p.m., September 28, 2023. Questions regarding this application may be sent to EarlyRSI@dshs.wa.gov.

Place Matters: The Environment We Create Shapes the Foundations of Healthy Development

A wide range of conditions in the places where children live, grow, play, and learn can get “under the skin” and affect their developing brains and other biological systems. Rapidly advancing science around early childhood development provides increasingly clear evidence that, beginning before birth, these environmental conditions shape how children develop, which shapes their lifelong physical and mental health, in turn.

Information for Caregivers on Infant and Early Childhood Mental Health Consultation

The Center of Excellence and the Family Run Executive Director Leadership Association (FREDLA)  have developed a one-pager to help caregivers learn about the benefits of infant & early childhood mental health consultation. This resource lays out the importance of supporting young children’s mental health needs and how IECMH consultants can support the adults in a young child’s life. This resource is designed to be shared in early childhood education settings and families.
