ELMS Updates

Maintaining and prioritizing waiting lists: Remember to remove children from waiting lists in ELMS when you learn the children no longer need services or have enrolled in Head Start. ELMS will remove children when they are no longer age-eligible. ECEAP waiting lists may include children who are also on Head Start waiting lists.

ELMS Data Entry: Remember to keep ELMS up-to-date. The data is used regularly to monitor compliance with ECEAP requirements, answer questions from legislators and other policymakers, and inform decisions about ECEAP policy. See Data Entry - Minimum Requirements for details.

Please check the ELMS News page for additional information and updates.

Integrated Efficient Early Care and Education Systems: Revisiting a State-by-State Analysis

States vary considerably in their approaches to and organization of early care and education (ECE) programs; the Bipartisan Policy Center has revisited an initial 2018 report ranking states on their coordination and integration of ECE programs. The new report, Integrated Efficient Early Care and Education Systems: Revisiting a State-by-State Analysis, includes new rankings, and incorporates how states responded to the rollout of pandemic relief funding. Read the report and see how our state ranks here.

Fact Sheet: Advancing Racial Equity in Early Intervention and Preschool Special Education

The Department of Education-funded Early Childhood Technical Assistance Center partnered with the UNC Equity Research Action Coalition and the Division for Early Childhood of the Council for Exceptional Children to develop: Fact Sheet: Advancing Racial Equity in Early Intervention and Preschool Special Education. The resource provides information and evidence about racial disparities and inequities for young children with disabilities and considerations for state and local leaders seeking to advance equity for all children with disabilities and their families.
