Important Dates:

Feb. 1 (Optional): Request names and contact information through ELMS for recruitment of age-eligible DSHS clients. Email Non-Disclosure and Data Disposition forms to ECEAP@dcyf.wa.gov.

 

Within 90 days from class start date, enter health screenings, well-child exams and dental screenings in ELMS.

ECEAP Updates

The Comprehensive Early Learning Services Request for Applications (RFA) Released

DCYF has released the Comprehensive Early Learning Services Request for Application (RFA) for the 2022-23 contract year on Monday, November 28. This preliminary Application includes expansion request for ECEAP, B-3 ECEAP and ECLIPSE services slots. Current and potential ECEAP contractors are strongly encouraged to apply for ECEAP and B-3 ECEAP expansion and current contractors only may apply for ECLIPSE expansion.

Lastly, even if you are not applying for expansion slots, your neighboring organization might. Be on the lookout for requests for coordination of services and service area agreements from contractors both large and small. These conversations and collaboration are part of the process to ensure that any eligible child who is entitled to be enrolled in ECEAP shall receive services. 

 

 

2022-23 ECEAP / Early ECEAP Self-Assessment

The new self-assessment is now posted on our website. It includes requirements, an overview of the process, and resources. For questions, reach out to your CQI Specialist.

ELMS Updates


Changes to ELMS released on December 20:

  • The Waiting List Count Report has been separated into two reports – one for ECEAP and the other for Early ECEAP
  • The Monitoring tab, Education subtab now has separate developmental screening data for ECEAP and Early ECEAP
  • The Health Monitoring Report has been separated into two reports – one for ECEAP and the other for Early ECEAP
  • The Child Data Extract now includes additional IEP and IFSP data elements

 

DCYF Helps You Find Eligible Children

Annually, DCYF provides interested ECEAP contractors and HS grantees with the names and addresses of DSHS client families with children who may be eligible for ECEAP or Early ECEAP.

If you want to receive this family contact information, please do the following:

  • The ECEAP Director or Director’s designee (one person per contract), enters zip codes in ELMS by February 1.

To do so, please use the following steps:

    • In ELMS, go to the “Locations & Classes” tab.
    • Click the “Service Areas” link next to your contractor name.
    • Review and/or add zip codes from which you recruit children for ECEAP.
    • Answer YES to the question, “Would you like to receive this information for families residing in the zip codes entered above?”
    • Enter the name and email address of the person who will act as the contact person for your contract.
    • Click “Save”
    • This same process can be completed for grantees by the Head Start Director on the Head Start tab in ELMS, under Grantee Information.

Second Step Orientation

If you received Second Step curriculum kits from DCYF ECEAP last spring or summer, you can attend the Second Step orientation provided by Committee for Children. This training is provided to those contractors who identified a need for Second Step kits and requested training for their employees. There are two sessions scheduled. These are first come, first serve with a limit of 300 participants. There is no registration. Please copy the zoom link below for the date that you are planning to attend.

Washington Indian Behavioral Health Hub

The Washington Indian Behavioral Health Hub is a statewide central resource line developed to meet the needs of tribes and tribally affiliated people who may need help navigating the complex behavioral health system. The Hub assists tribal agencies, health care professionals, hospitals, and in- and outpatient programs as well as families and individuals. Creating Diversity, Equity and Inclusion in Early Childhood Education

Early childhood is the ideal time to begin emphasizing the importance of diversity, equity and inclusion. Helping young students recognize the differences in genders, cultural backgrounds or physical abilities will help them become more considerate citizens and address injustice and discrimination as they grow.

 

Fostering a culture that promotes equity and inclusion requires an active approach by educators. Teachers should strive to create diverse learning environments that encourage positive discussions about diversity, equity and inclusion. Learn more here.
