ESIT Regional Provider Meeting (RPM) Wrap-Up

Thank you to those of you who joined us for the RPMs, March 7 - 10, hosted by the ESIT State Leadership Team. In attendance were representatives from ESIT Provider Agencies and County Lead Agencies.

Accountability & Quality Improvement (AQI)

The AQI team has been actively engaged with stakeholders on the following initiatives:

FFY23 Contracts

  • Most contracts can be amended with a target route date to contractors by June 1, 2022
  • Contract Execution Date – July 1, 2022

Data Systems & Analysis

Microsoft IE 11 will sunset in June of this year. In preparation of this deadline, DCYF ESIT has been collaborating with the program’s IT specialists to develop code that will allow ESIT DMS users to access the data management system through Microsoft Edge. This code is still being tested and will be available by May 2022. Users will be notified of the release via GovDelivery message and through the ESIT Weekly.

We are currently finalizing the contract for the development of ESIT’s new DMS. The decision was made to purchase an off-the-shelf solution developed by Public Consulting Group (PCG) that is already in use in various other states and will be customized to meet our specific program needs. The new application will be rolled out in phases, with Phase 1 being a system that mirrors our current DMS and data exchanges. The data systems and analysis team has been working closely with PCG to identify all areas that need to be customized to reflect our program structures and policies and will continue to work closely with PCG over the course of the next several months until the new system is in place. Simultaneously to the development and implementation of our new data system, we will roll out a corresponding training plan.


Technical Assistance

Providers statewide are seeking guidance regarding COVID-19 mandates, policies, and practices. On March 11, 2022, ESIT issued Guidance Memo 2022-01: Masking Guidance for ESIT Providers. Some brief points from the memo include:

  • Recommendations appropriate for ESIT as a family-centered program transitioning to more in-person services including:
    • Drawing on the same individualized, sensitive, and supportive approach to safety with each child and family that is in line with ESIT’s core values
    • Continued implementation of the current agency Tri-Stage Plans which include masking requirements and use of additional transmission prevention strategies
    • Watching for updated Department of Health masking guidance
  • The ESIT State Leadership Office will reconvene the COVID-19 Tri-Stage Workgroup to support the development of Stage III Guidance to support provider agencies in their planning and communication with families as they transition back to in-person services
